Summary

Cape Fear Community College (CFCC) demonstrates compliance with this comprehensive standard by providing information and documentation of its regular maintenance of healthy, safe, and secure facilities. CFCC complies with regulations of the Occupational Safety and Health Act of North Carolina and regularly disseminates information concerning safety and security through publications for students and employees. The Safety Committee, comprised of college staff and faculty, meets regularly to ensure that CFCC strictly adheres to safety policies and procedures. Documentation of these meetings is provided. CFCC uses outside agencies to provide security and surveillance of facilities and has provided contractual and security policy documentation. CFCC has also provided documentation of it strong working relationships with local fire, police, and health agencies.

Narrative

Cape Fear Community College, a two-year public, co-educational, comprehensive community college with facilities in New Hanover County and Pender County, strives to provide a safe and secure learning and working environment for its students, faculty, staff, and visitors. These efforts are fully supported by the college administration and are implemented and maintained through a number of policies, services and programs. The College accepts its responsibility in accordance with the Occupational Safety and Health Act of North Carolina (Occupational Safety and Health Act of North Carolina).

Information concerning crime awareness, safety, and life threatening events is disseminated to students and employees through the CFCC Faculty and Staff Handbook, CFCC Catalog and Student Handbook, and orientation handouts (Weapons on Campus pg 36) (Crime Awareness and Campus Security Policy pg 36) (Crime Data pg 37) (Sexual Harassment pg 38) (Evacuation of Buildings pg 38) (Emergency Evacuation pg 38) (Drug and Alcohol Policy pg 38) The CFCC Faculty and Staff Handbook, Section X-Facilities, Maintenance, and Safety provides detailed information to college personnel about emergency evacuation, safety, adverse weather, first aid, security guards, CPR policy and other related issues (Facilities, Maintenance, and Safety).

The CFCC Safety Committee provides oversight of the College’s Campus Safety Plan (CFCC Campus Safety Plan). The CFCC Safety Committee disseminates information to employees and makes sure that the college complies with mandated safety rules and practices safe working procedures. The CFCC Safety Committee is comprised of representatives from faculty and staff (Safety Committee Members). The Safety Committee meets quarterly or more often if needed to address issues of concern by students, faculty, and staff (Safety Committee Minutes). The CFCC Safety Committee advocates a proactive rather than a reactive approach to the safety and security of our campus facilities.

The CFCC Campus Safety Plan contains detailed policies about emergency procedures which should be followed. These procedures include actions to be taken relative to bomb threats, fires, and other evacuations emergencies. A detailed evacuation plan is outlined in the CFCC Campus Safety Plan (CFCC Campus Safety Plan). Call boxes are located on campus for emergencies. In extreme emergencies one can call extension 7777, which is directed to the Wilmington Campus switchboard. The College has an evacuation plan for emergency events such as fires, bomb threats and other life threatening events. All faculty, staff and students are made aware of this plan that is published in the CFCC Catalog and Student Handbook and in the Faculty and Staff Handbook. The Catalog and Student Handbook is made available in hard copy and on the CFCC Website (Evacuation of Buildings pg 38) and the Faculty and Staff Handbook is made available in hard copy and on the CFCC Intranet site (Facilities, Maintenance, and Safety). Additionally, Emergency Evacuation Route signs are prominently posted in every room of every building to aid students, faculty, and staff in locating the nearest exits in case of an emergency. The Safety Committee Chairperson and Manager of Facilities work together to provide support, consultation, and guidance for safety services for the entire college campus.

Campus Security is currently contracted with a professional security firm, Regent Security Services, to provide security personnel on the Wilmington Campus and the North Campus, employing both foot and vehicle patrol to more thoroughly canvas the campus for security purposes (Contractor’s General Responsibilities pg 12), (Wilmington Campus Map), (North Campus Map), (General Schedule for Security Guards at CFCC pg 17), (Security Operations pg 36). Roving guards are equipped with portable radios (General schedule for Security Guards at CFCC). When requested, security escorts are available to students, faculty and staff for accompaniment to parking lots or other campus locations.

The College has an extensive twenty-four hours per day, seven days per week surveillance video system in designated campus facilities at the Wilmington Campus that include the McLeod Building, Galehouse Building, Science Wing, General Administration Building, Health Science & Learning Resources Center, Cosmetology Building and the Maintenance Department. At the North Campus, the surveillance video system is functional at the McKeithan Center and the Applied Technologies Center. All activities are recorded and kept for thirty days before automatic deletion from the security computer hard drive.

Buildings without video surveillance are closely monitored twenty-four hours per day, seven days per week by an outside professional security firm through an automated burglar alarm system in designated Wilmington Campus facilities. The buildings where the system is functional include the Business Industry and Government Center (BIG); Heating, A/C Ventilation Building; Electronics Building; the R/V Dan Moore, a sea-going research vessel; and facilities at the Burgaw and Hampstead Centers. (Operations of Hampstead Center ceased December 31, 2005.) All burglar alarm systems are connected to local law enforcement systems.

In addition to the safety and security measures that are employed by the College to maintain a safe and healthy learning and working environment, the College maintains an excellent working relationship with the Wilmington Police Department, the Wilmington Fire Department, the New Hanover County Sheriff’s Department, and New Hanover Regional Medical Center. The college has no cause for concern about the support of these agencies in emergency situations.
