Summary

Cape Fear Community College’s (CFCC) demonstrates compliance with this Comprehensive Standard by providing evidence that the legal authority and operating control regarding the College’s mission are clearly defined in the Bylaws of the CFCC Board of Trustees, the North Carolina General Statutes, and in the job description of the College’s president.

Narrative

The Cape Fear Community College Board of Trustees is the legal authority for establishing the mission of Cape Fear Community College as is clearly stated in the North Carolina General Statutes (NCGS), Chapter 115D-20 (NCGS 115D-20) and cited in the Board’s Operation Manual (Powers and Duties of the Board of Trustees pg 5) and is further defined in the Bylaws of the Cape Fear Community College Board of Trustees (By-Laws pg 5). The Board of Trustees guides the President of the College, who is responsible for establishing procedures, acquiring staff, and organizing and managing the College (Operations Manual pg 13). The Board exercises specific duties, including the adoption and enforcement of all reasonable rules, regulations, and bylaws for the governance and operation of the College.

CFCC’s mission statement and goals are periodically reviewed and evaluated by the Institutional Effectiveness Committee, the College Council, (Purpose of College Council) and the CFCC Board of Trustees (May 26, 2005 Board Minutes pg 7 ) (January 26, 2006 Board Minutes pg 6 ). Upon final approval by the Board, the College’s mission statement and goals are then adopted for directing the College’s operations. As is stated in his job description, which is approved by the Board of Trustees, the President is empowered by the Board to “Develop, plan and implement, with Board participation, college goals and objectives as well as policies and procedures necessary to provide college services.” The President shall be in charge of and be responsible to the Board of Trustees for the maintenance and operation of the College and shall have power to organize and supervise (President’s Job Description). As is evident by the above and reflected in CFCC’s organization charts (Organizational Charts) the CFCC Board of Trustees has overarching authority and control for operations of the College in accomplishing its mission.
