Summary

Cape Fear Community College (CFCC) demonstrates compliance with this comprehensive standard. CFCC defines and publishes organizational structure of the College. CFCC has outlined and documented its organizational structure, which includes the CFCC Board of Trustees, President of the College, Executive Vice President, Vice President Business Services, Executive Director CFCC Foundation Inc., Executive Administrative Assistant, Vice President of Student Development, Vice President of Institutional Services, Vice President of Institutional Effectiveness, Vice President of Instruction, three divisional deans, Assistant Vice President for Instructional Operations, and Provost North Campus. CFCC has provided job descriptions for each of these positions for documentation.

CFCC is broken into six functional units of the College, which include Instruction, Student Development, Business Services, Institutional Effectiveness, Institutional Services, and the Foundation, Inc. The purpose of each unit is clearly outlined in job descriptions and the structure of these units is shown on College organizational charts. The College provides this information to employees during the new employee orientation, and it publishes it on the CFCC Intranet. The College Council supports the College President in the administration of policies and procedures. CFCC has provided a list of positions that serve on this council along with minutes from the first meeting for support. CFCC publishes job titles and names for all exempt administrative staff and all full time faculty members in the CFCC Catalog & Student Handbook, on the CFCC website, and on the College’s Intranet website.

Narrative

Cape Fear Community College (CFCC) has a clearly defined and published organizational structure that delineates responsibility for the administration of policies. The Board of Trustees of Cape Fear Community College is a body established by a legislative act of the North Carolina General Assembly, (NCGS 115D-20) and it possesses all of the powers for the purposes created by or that may exist under provisions of the law, and outlined in the Board of Trustees Operations Manual (Operations Manual pg 5).

The Board of Trustees guides the President of the College, who is responsible for establishing procedures, acquiring staff, and organizing and managing the College (Duties of the President pg 13). The Board exercises specific duties, including the adoption and enforcement of all reasonable rules, regulations, and by-laws for the governments and operation of the College.

The President shall be in charge of and be responsible to the Board of Trustees for the maintenance and operation of the College and shall have power to organize and supervise. (President Job Description)

Cape Fear Community College is organized into six functional units: Instruction, Student Development, Business Services, Institutional Effectiveness, Institutional Services, and the CFCC Foundation. These areas cover a wide range of services, which provide college-wide assistance and/or direction. The head of each functional unit administers the appropriate policies for the organization, with supervision of higher administration. The administrative structures for the different areas of the College are shown on the organization charts. The most current organization charts and information is provided to each new employee during the new employee orientation and is available on the Cape Fear Community College Intranet Website (Organization Charts).

The College Council is a council created by the President in 1994 to support the President in the administration of policies and procedures at Cape Fear Community College (July 26, 1994 College Council Minutes). The College Council meets bi-monthly. The College Council is comprised of the following positions:

The specific duties of the President and others responsible by delegation for administration of policy are provided in the job descriptions for each position as shown above.
