1. Progress of Basic Skills Students


(Required for Performance Funding)

Includes all adult literacy students; a composite measure including:

1.    Percent progressing within a level

2.    Percent completing a level entered or a pre-determined goal

3.    Percent completing the level entered and advancing to a higher level

Data is entered by CFCC into the Literacy Education Information System (LEIS) and transmitted to NCCCS. NCCCS compiles the data and calculates the composite measure and *adjustment for each college.


*Inmates are excluded from the calculations.  

75% of all students are expected to progress within a level, complete a level or advance to next level.


77% of CFCC Basic Skills students progressed

2. Passing Rates on Licensure and Certification Examinations


(Required for Performance Funding)

The percentage of first time test takers passing exams required for NC licensure or certification prior to practicing the profession.


At least ten (10) students must take an exam for results to be reported. When less than ten students sit for an individual exam, their scores are reported with the college's aggregate scores.  

NCCCS Planning and Research division collects the data from licensing agencies.


Data is collected in the fall and reported in the spring.


All licensure data are reported for the time period from

July 1 - June 30 with the exception of nursing, EMT & insurance which are reported on the calendar year.

Two standards must be met:

1.    80% aggregate institutional passing rate

2.    A minimum 70% passing rate on any single reported examination.

3. Goal Completion for Program Completers  


(Required for performance funding)

The proportion of completers of certificate, diploma, and degree programs who report that their primary goal for attending CFCC has been meet. 

CFCC collects data via an annual survey to completers using a standard set of questions.

Data is reported to NCCCS each February.

A response rate of 50% or a statistically significant sample size is necessary for the data to be used for performance funding. 

95% of the completers will indicate on the survey that their primary goal for attending CFCC has been met.

 99% of the completers indicated they met their goal


4. Employment Status of Graduates


(Required for Performance Funding)

The proportion of identified CFCC graduates who are employed within one year of last attendance.

NC Common Follow-Up System and the Curriculum Student Progress Information System (CSPIS) database.



95% of graduates, adjusted for local unemployment, will be employed.


The CFCC standard is 94% after adjustment for local unemployment.

5. Performance of College Transfer Students


(Required for Performance Funding)

CFCC college transfer students tracked after transfer to UNC public institutions. 

Two cohorts are reported fall to fall:

1.    Performance of CFCC college transfer degree recipients (AA, AS, AFA) after two semesters at UNC public institutions, are compared with performance of native UNC juniors

2.    CFCC transfer students with 24 or more hours of CFCC transfer courses & after two semesters at UNC public institutions are compared with performance of native UNC sophomores.

UNC system provides data between June and September via the Transfer Student Performance Report to community colleges and NCCCS.


A cell size of 10 students is required for reporting. 

Performance of CFCC transfer students will be equivalent to the performance of native UNC sophomores and juniors.


82.9 of transfers identified in the two CFCC cohorts will have a GPA of 2.0 or better after two semesters at a UNC institution. 

79.0% of transfers combined from both groups achieved a GPA of 2.0 or better (total transfers: 257)


1. 78.4%- with 24 or more semester hours at CFCC (148 students);


2.  79.8%- Associate Degree recipients (109 students)

6. Passing Rates of Students in Developmental Courses

The percent of CFCC students who complete developmental English, mathematics or reading courses with a grade "C" or better.

CFCC reports institutional data to NCCCS electronically via software developed by NCCCS.  

70% of students who complete a developmental course will have a grade of "C" or better for that course. 

Total: 2,578 completed; 89% grade "C" or better


Math-1,589 completed; 87% grade "C" or better;

English- 989 completed; 91% grade "C" or better

7. Success Rates of Developmental Students in Subsequent College-Level Courses

Performance of developmental students in subsequent college-level courses will be compared with the performance of non-developmental students in those courses. Purpose is to give evidence that dev. courses equip students with the skills/ knowledge for success in college courses.

CFCC reports institutional data to NCCCS electronically via software developed by NCCCS.    

No statistically significant difference in the performance of developmental students when compared to the performance of non-developmental students.

There are no statistically significant differences in the performance of CFCC developmental students when compared to the performance of CFCC non-developmental students.


86% (of 601) developmental students and

79% (of 1,989) non-developmental students passed the college-level courses.

8. Satisfaction of Program Completers and Non-Completers

The proportion of graduates and early leavers who indicate that the quality of CFCC programs and services met or exceeded their expectations.

CFCC collects data via annual surveys to completers and non-completers using a standard set of questions.


If the data are being used as the college's optional sixth performance funding measure, then an overall response rate of 50% or a statistically valid sample is necessary. 

90% of the combined respondents will report being satisfied with the quality of the CFCC's programs and services.

9. Curriculum Student Retention and Graduation

This composite measure is used as an indicator of curriculum student progress and success & includes:

1.    Number completing a curriculum program with a certificate, diploma or degree.

2.    Number who have not completed a program but who are continuing enrollment in either curriculum or occupational extension programs.


The number of students enrolled in degree granting (associate, certificate or diploma) curriculum programs is defined each fall. This cohort is tracked from fall to fall using software developed by NCCCS to determine those (1) who have graduated and (2) those who continue to be enrolled. The sum of both groups is divided by the number in the initial cohort and is the percentage reported.


60% of the fall cohort will either have completed their program or still be enrolled the following fall at CFCC.

71% graduated or are still enrolled.


Total cohort was 5,336 with 14% graduating and 57% returning the following fall. 

10. Employer Satisfaction with Graduates


(CFCC selected as its sixth measure for performance funding)

The percentage of a sample of businesses who employ community college students and indicating their expectations have been met.  This measure is intended primarily to determine the satisfaction of organizations whose employees have been trained through a community college.

Annual state level survey, coordinated by the Planning and Research Section of NCCCS, conducted to determine employer satisfaction.

Employers are divided into 3 categories based on the number of program graduates and Standard Industrial Classification (SIC) code. Each category of employers is surveyed every 3 years on an alternating basis. 

85% of employers surveyed will report satisfaction with the skills of employees trained or educated by CFCC.

98% of employers surveyed reported satisfaction

11. Client Satisfaction with Customized Training

The percentage of  businesses/industries who have received services from CFCC indicating that their expectations have been met. Measure is intended primarily to determine the satisfaction of organizations who received services from a community college. 

A survey of the businesses/industries receiving services from New and Expanding Industry Training and Small Business Center is administered by colleges to determine level of satisfaction with their customized training.



90% of the businesses/industries surveyed will report satisfaction with the services provided by CFCC.

100% satisfied


(187 clients responded to the survey)

12. Program Enrollment

A minimum three- year average annual unduplicated headcount enrollment in a curriculum program. 

Using data from the Curriculum Registration Files submitted to NCCCS by each college, NCCCS calculates the annual unduplicated headcount for each program for the most current three years (for which data is available) and calculates the average based on the three-year data.     

A three-year average annual headcount minimum of 10 students per program. 

All CFCC programs met the standard.
