QUESTION:

Would you agree with Mill and Bentham, that consequences are the only thing that matters when evaluating the moral rightness of a rule or action?

No. Before consequences comes intent or will. If an act of good will or intent returns a consequence of bad action or wrong doing we must look at it as a lesson learned and grow from the experiance. A rule based in good will or intent can not be bad regardless. Thanks for letting me add my two cents.
