Summary of Changes to Standards for NCCCS Performance Measures

Factor I:  Core Indicators of Student Success

* In February 1999, in response to a mandate from the NC General Assembly to review past performance and define standards of performance to ensure the quality and effectiveness of programs and services, the NC State Board of Community Colleges adopted 12 performance measures for all 58 community colleges as the core indicators of student success for public accountability purposes.  

In 2000 and 2007, the NC General Assembly approved modifications to the NC Community College Performance Measures and Standards as recommended by the NC State Board of Community Colleges.  The 2007 modifications, effective immediately, reduced the number of measures from 12 to 8 with the expectation that all institutions will meet the basic standards of all eight measures.  To qualify for the Exceptional Institutional Performance rating and the associated funding, colleges must meet or exceed the basic standards for all 8 performance measures, *cannot have any licensure exam (for which the college controls who takes the exam) with a passing rate of less than 70%, and the †performance of students who transfer to a 4-year institution must meet or exceed the performance level of native UNC students.

Performance of College Transfer Students

84% of transfers are expected to achieve a GPA of 2.0 or better after two semesters at a UNC institution

Performance of transfers will be equivalent to performance of native UNC sophomores and juniors after two semesters at a UNC institution

83% of transfers will have a 2.0 GPA or higher after two semesters at a 4-year institution

In addition, to qualify for Exceptional Institutional Performance, the transfer students’ performance must equal or exceed the performance of the native sophomores and juniors for that time period.

Passing Rates of Students in Developmental Courses

70% will achieve a grade of “C” or better in developmental courses

70% will achieve a grade of “C” or better in developmental courses

75% of students who take a developmental English, mathematics, and/or reading course will pass the course with  a grade of  “C” or better

Success Rate of Developmental Students in Subsequent College Level Courses
