DEVELOPMENTAL EDUCATION COURSE COMPETENCIES

The Developmental Education Project (DEP) was conducted 1994-96 using the curriculum improvement project model.  Course descriptions were developed for the semester-length courses in the reading, writing, and mathematics sequences leading to credit-level writing and mathematics courses.  The collective wisdom of the DEP participants (all developmental education faculty) determined that a properly-placed student could be expected to complete the course as described within one semester.  The DEP participants augmented the course descriptions with lists of competencies to more specifically define the content of the courses.

When the enhanced accountability formula of 1998 named developmental education as two of the twelve Critical Success Factors, the competencies were reviewed to refine them in view of two years’ experience since their implementation in Fall 1997.  The revised competencies were finalized in May 2000 and were adopted as the basis for performance measurement and for transfer among NC community colleges.

Approximately 80% of the instructional time for a developmental course should be spent teaching the listed competencies.  The remaining 20% may be used for reteaching or enhancement activities for the listed competencies or for the teaching of locally-determined competencies. READING COMPETENCIES

Required Courses

All courses in the sequence are in the prerequisite hierarchy leading to ENG 111 Expository Writing.  (Attach links to competency list with same prefix/number.)

RED 070 Essential Reading Skills

RED 080 Intro to College Reading

RED 090 Improved College Reading

If a college chooses to combine courses, all competencies for the courses being combined must be addressed by the combined course.

            Example:

A college may determine that the majority of its students place into RED 080 or

RED 090.  If the college decides to not offer RED 070, then the RED 080 by

default becomes a combined RED 070/080 and thus must address and test for

mastery of the RED 070 competencies, as well as the RED 080 competencies.

WRITING COMPETENCIES

Required Courses

The following courses constitute the writing prerequisite hierarchy leading to ENG 111 Expository Writing:  (Attach links to competency lists with same prefix/number.)

ENG 070 Basic Language Skills

ENG 080 Writing Foundations

ENG 090 Composition Strategies

If a college chooses to combine courses, all competencies for the courses being combined must be addressed by the combined course.

            Example:

A college may determine that the majority of its students place into ENG 080 or

ENG 090.  If the college decides to not offer ENG 070, then the ENG 080 by

default becomes a combined ENG 070/080 and thus must address and test for

mastery of the ENG 070 competencies, as well as the ENG 080 competencies.

Optional Course

ENG 060 Speaking English Well

This course is designed to improve basic oral communication skills.  Colleges offering this course should have established criteria for placement into this course and exit from the course.  These criteria should be available in written format and should be enforced consistently for all students.

INTEGRATED READING AND WRITING

Required Courses

All courses in this sequence are in the prerequisite hierarchy leading to ENG 111 Expository Writing.  (Attach links to competency lists with the same prefix/number.)

ENG 075 Reading & Language Essentials

ENG 085 Reading & Writing Foundations

ENG 095 Reading & Comp Strategies

These courses integrate the concepts found in the parallel reading and writing courses.  For example, ENG 075 contains the competencies found in RED 070 and ENG 070, and can be used as a prerequisite choice for any course for which RED 070 or ENG 070 is a prerequisite.

If a college chooses to combine courses, all competencies for the courses being combined must be addressed by the combined course.

            Example:

A college may determine that the majority of its students place into ENG 085 or

ENG 095.  If the college decides to not offer ENG 075, then the ENG 085 by

default becomes a combined ENG 075/085 and thus must address and test for

mastery of the ENG 075 competencies, as well as the ENG 085 competencies.

MATHEMATICS COMPETENCIES

Required Courses

The required sequence leading to university-transfer algebra is as follows:

MAT 050 Basic Math Skills

MAT 060 Essential Mathematics

MAT 070 Introductory Algebra

MAT 080 Intermediate Algebra

To determine the prerequisite sequence for other college-level mathematics courses, please refer to the Combined Course Library.  The lowest-numbered developmental mathematics course in the prerequisite list and its successive prerequisites form the required sequence for the college-level course.  For example, MAT 115 Mathematical Models has a list of mathematics courses that may be used as prerequisites.  The prerequisite with the lowest number is MAT 070; therefore, MAT 050, MAT 060, and MAT 070 form the required prerequisite sequence leading to MAT 115.

Optional Courses

The following courses may be used at the local college’s discretion in order to meet the needs of identified populations that it serves. (link to competency list with same prefix/number)

MAT 090 Accelerated Mathematics

MAT 095 Algebraic Concepts

The competency list for MAT 090 contains all the competencies for MAT 070 and

MAT 080.  The most common use for this course is to accelerate progress through the developmental sequence for students whose placement test scores are on the margin between MAT 070 and MAT 080.  Colleges may set additional criteria to identify students who can be expected to be successful with the accelerated pace necessitated by the combined competencies.

MAT 095 is most often used when teaching developmental mathematics on a contractual basis for a four-year institution.  The competencies are the same as those for MAT 080.  There is no stated prerequisite for MAT 095, the presumption being that the university’s entrance requirements certify the prerequisite skills needed for this course.

Both MAT 090 and MAT 095 may be used to fulfill the prerequisite for any college-level course with a prerequisite of MAT 080.
